The string of 'petty' reports began with a complaint against Richard Anderson, who lives in Mosgiel, near Dunedin, on New Zealand's south island. Council found a pergola and a firewood shelter were both too close the fence boundary and ordered him to remove them. Council Community services manager Simon Pickford said it was the first of 19 complaints against other families in the neighbourhood.
